This could be done by having the cat wear the collar for a shorter period of time initially and having a catnip scent sprayed to the collar which has the potential to attract your cat.
During severe weather conditions, it is natural that your cat looks out for a place that is comfortable and safer. It lies in your hands to provide the cat an environment which is safer. Once you decide upon the place where the cat could be safer, you can then make the cat rest in that place by placing its favorite snack and its favorite toys there. You must make sure that all the basic things that your cat needs is available in that environment such as enough amount of water and food.
You can also make the cat stay in a lock kennel if the cat turns wild during such weather conditions. During hot weather conditions, if the cat prefers to stay outside for a long time, you can place some items that would leave shade for the cat such as an umbrella or a small table.
